Scott Calhoun, PE, PMP
CAPT, USCG (Retired)
Scott Calhoun, Owner and Principal of 95//Calhoun Group, is a retired U.S. Coast Guard Captain with three decades of national-level leadership in maritime safety, security, and transportation policy. He served as Senior Maritime Advisor to the U.S. Secretary of Transportation, Executive Director of the Coast Guard Navigation Center, and a senior U.S. delegate to the International Maritime Organization — experience that gives his clients a rare insider's understanding of how federal maritime policy is made and applied. A licensed Professional Engineer and certified Project Management Professional, Scott holds master's degrees from the University of Michigan and the National War College. Business Operations Assistant
Katie Calhoun manages the marketing, research, and operations that keep 95//Calhoun Group running smoothly. She leads the firm's brand and online presence - building and maintaining the website, managing LinkedIn content, and producing client communications and case studies that showcase the firm's work. Beyond marketing, Katie conducts maritime industry and market research, builds and maintains the firm's prospect pipeline, and manages the bookkeeping that keeps the business's records clean and current.

We support Delfin Midstream's one-of-a-kind offshore LNG export project through MARAD deepwater port licensing and U.S. Coast Guard regulatory approvals. We resolved multi-office compliance gaps to help reach Final Investment Decision on the first $5B, and continue supporting construction-phase compliance and their port operations manual.

We partner with Maritime Spatial Solutions on engagements that combine regulatory and operational expertise with advanced maritime geospatial analysis, pairing their GIS and spatial-data capabilities with our U.S. Coast Guard and waterway safety background on risk assessments.

We translated the Coast Guard's organizational and mission requirements into concrete product guidance, aligning Scientific Systems' small unmanned vessel offering U.S. Coast Guard mission requirements.

Our primary strategic partner, we pair Strong Port Strategies' transportation and infrastructure policy expertise (federal/state funding, grants, and program navigation) with our regulatory and licensing background, giving port and terminal clients a full-service maritime advisory team.

We developed a comprehensive navigation safety risk assessment and maritime geospatial analysis to define precise metes and bounds for deauthorizing a federal channel. We worked directly with stakeholders to resolve their concerns and the USACE the technical and regulatory record it needed to issue the WRDA language. The Client's request was approved and the project was authorized for construction.

We collaborate with SMS LLC on maritime safety and compliance engagements, combining their auditing, risk management, and incident investigation expertise with our regulatory advisory work to deliver complete compliance solutions for maritime operators.
